In August of 2012 The Chairman of the Russian Federation Dmitry Medvedev approved a list of innovative regional clusters. The list included 25 regional clusters in different regions of Russia, identified in the competitive process in the pharmaceutical, petrochemical, nuclear technology, electronics and aviation. The significance and relevance of the topic is justified by the current integration processes in the CIS, Customs Union of Russia, Kazakhstan and Belarus, as well as by the transition to a Common Economic Space. At the political level those processes are associated with the foundation of the Eurasian commission. It is possible that one of the Commission directions shall support cross-border cooperation and the development of cross-border regions (similar to the EU Euroregions). Round table discussion will concentrate on the economic prerequisites for such cooperation, analysis of mutual trade dynamics, industrial cooperation and integration, mutual cross-border investment of the Common Economic Space. Thus, the main focus of the discussion will be on the development of trade and industrial cross-border relations between Russia and Kazakhstan (based on the joint research of the Center for Integration Studies of the Eurasian Development Bank and the Leontief Centre).

Round Table continues the theme of the organization of social and economic development strategies of federal districts, discussed in the framework of the X Forum in 2011. In 2009-2011. under the guidance of the Ministry of Regional Development of the Russian Federation have been developed and approved by the socio-economic development of all federal districts and individual macro-regions, which identified the main ways of their development in the future up to 2020. At present, the process of approval of action plans for the implementation of these documents and a list of priority investment projects in the federal districts. Relevant issue is the expansion of a set of strategies and mechanisms for improving the efficiency of existing instruments, including through the formation of a regional investment policy and promotion of investment projects in these strategies. The purpose of the round table - business platform of dialogue and the formation of strategic partnerships among all current and potential participants in the implementation of strategies of federal districts. World cities in Russia and other countries have different challenges in their development that address the city’s economy, human capital, urban spatial environment, a system of municipal governance. Numerous world rankings place Moscow, is a leader among global cities in Russia, at a relatively high position in their political influence and economic power. However, Moscow’s position in the rankings on the quality of the urban environment, the quality of living is much lower. The situation is similar in other Russian cities.
At the same time in the world has a long experience in improving the urban environment and enhance human capacity in major cities, members of the informal club of the world or global cities. In accordance with the Decree of the President of the Russian Federation "On the long-term national economic policy" and the Budget Message of the President of the Russian Federation on the budget policy for 2013-2015 priority for the state of strategic management and fiscal policy is the development and implementation of state programs of the Russian Federation. Until the end of 2012 will be approved priority government programs, and by the middle of 2013 - most government programs. Thus, at the federal level will be provided with transition to predominantly program-targeted methods of public administration, the transition to budgeting for performance-oriented principle. In the implementation of government programs are expected to participate and the Russian Federation since 2012 in some regions of state program of the Russian Federation. Thus, the development and implementation of government programs, and promote interagency cooperation in the energy-level implementation are relevant to the federal executive bodies, as well as regional - and in the future - and for municipal governments.

Formation of metropolitan areas is an objective process of the settlement system. Almost all major Russian cities are the centers of metropolitan areas. With the growth and development of the cities come into increasingly close ties with the surrounding communities, there are needs in a consistent socio-economic, territorial, transport and engineering development. Today in Russia, attempts to solve these problems by administrative means, to confluence and "absorption" of the major municipalities of smaller ones are widespreaded. At the same time, experience shows that improved governance through administrative changes is minimal, and the cost of such solutions are, at least, not less than the expected benefits. The debate is scheduled to discuss the trends of spatial development and possible models (including inter-municipal cooperation) coordination of social and economic development and spatial agglomeration.

The round table will mainly focus on sharing the experience and best practices in the field of rural-urban cooperation and partnership, Ñhallenges, that countries and regions of the Baltic Sea face today are bound to affect and influence the development of Russian regions. One of the most urgent tasks is to develop a partnership between the city and the village as a part of the regional development policy. In order to achieve sustainable development of the regions, it is necessary to analyze the interaction processes, to identify partnership conditions and success factors, and also to implement solutions to the formation of the new rural-urban environment and co-operation incentives.
This year, the round table is confined to the 20th anniversary of VASAB Committee on Spatial Planning and Development of the Baltic Sea Region activity (www.vasab.org) as well as to the current issues of the Russia’s presidency in the Council of the Baltic Sea States.
