Every year in Russia there is more than a thousand large-scale emergency situations of different nature, which resulted in 1500-2000 killed citizens, caused considerable social, economic and environmental damage. Basic knowledge of management decisions and the rules of conduct in emergency situations of different nature, the presence of algorithms of control of all actors at regional and local levels - the key to the effective functioning of a regional system of emergency management. Institute of Innovation and Infrastructure Investment (Moscow) under Foresight Laboratory attempt strategic modeling and simulation of extreme situations in order to develop innovative management solutions, designed to prevent, and in case of the localization of the effects of emergencies.
